Abstract
Recently, calls have been made for forms of research that more directly contribute to the formulation of policy, that are strategic in nature, and more problem-solving in orientation (Howard, 2008; Banks, 2009). In Australia, as in other places, policy-makers and practitioners are under considerable pressure to underpin what they do with the best evidence available.
