Abstract

This chapter discusses the extent to which Islamic higher educational institutions have provided access and equal opportunity to persons with disabilities. It examines the role of Indonesian government policies, in particular, those of the Ministry of Religion, in promoting access to education for the disabled in Islamic educational institutions. The chapter also investigates the constitutional and legal rights of people with disabilities in Indonesia and how they are entitled to the same rights to education as others, even if these are often denied them. It then considers the history of Islamic educational institutions, focusing on the recent reforms to provide access to education to people with disabilities, showing that, in some cases, private institutions have been more willing to change than state ones.
