Abstract

International migration has been an important issue in the Philippines since the 1970s when the government embarked on labor export policy as development strategy. It is common knowledge that the vast majority of Filipinos who migrate do so due to poverty that is linked to unemployment and low wages. Not surprisingly, the family is the social unit directly impacted by remittances, particularly financial remittances. International migration’s contributions to development are not just on the financial side because migrant remittances go beyond sending money. The Filipino experience of international migration confirms the consensus among migrants and migration scholars that international migration is a decision made by people with development as the ultimate goal. This chapter examines the intersections between development and migration in the Filipino context and how CST might be engaged as a conversation partner.
